2019 Local-8 Board Nominations  

As a final condition of Local 8’s release from Administratorship, Officers the Executive Board must be elected and seated.    

Though the four officers have specific duties (detailed BELOW) as defined in the Local 8 Constitution, the Executive Board (E-Board) as a whole governs the local except when membership meetings are in session. It makes decisions on policies, provides vision and direction for the local by setting goals to create a stronger more effective local and develops/implements a plan to make it happen.  The purpose of the Local 8 E-Board is to serve and empower our membership by organizing, educating, communicating, collaborating with the County for a just and fair workplace environment.  

Last week, AFSCME Council 5 mailed to your home address the announcement for officer nominations to be held on 10 September 2018 along with voting locations and times on 8 October 2018.  

The election process for the four Local 8 officers and MULTIPLE seats on the executive board is as follows: 

1st - Nominations for each position are made at the 10 September general membership meeting. ALSO, Email nominations can be submitted to the Nomination Committee at [email protected] from now until noon on 10 September 2018. Those nominated must be afforded the opportunity to decline. 
Any office that has only one nominee shall be declared elected at the 10 September meeting.  IF ALL OFFICES HAVE ONLY ONE NOMINEE THERE WILL BE NO ELECTION IN OCTOBER. 

2nd - MEMBERSHIP VOTES AT MULTIPLE SITES FOR ANY CONTESTED POSITIONS ON OCTOBER 8th, 2018 via secret ballot per PDF icon voting site attachment mailed on 8/22/2018. Nominating Committee tabulate ballots. The candidate for each office receiving the majority of the votes cast for that office shall be declared elected.  Vacant offices shall be filled by vote of the Executive Board 
 
If you are interested in an officer position, executive board position, trustee or wish to nominate a member for the positions listed below, please attend the 10 September 2018 General Membership meeting (or if your schedule makes attendance impossible, email your nomination--candidate's name and preferred office--to the Nomination Committee at [email protected] anytime before noon on 10 September 2018). Email nominations received AFTER noon on 9/10/2018 will be deemed invalid.

OFFICES

With the exception of Trustees, those elected will serve a two year term.

President

    The president shall preside at all meetings of the local union and of the executive board.  The president shall be a member of all committees. The president shall be priority counter signer on all check drawn against the funds of the local. The president shall appoint the Chief Steward subject to the approval of the executive board, and the president and chief steward shall oversee The Steward Committee. The president shall appoint all standing committees and all special committees of the local subject to the approval of the executive board. The president shall report periodically to the membership regarding the progress and standing of the local regarding their official acts.

Vice-President

    The vice-president shall assist the president in the work of her/his office. In the absence of the president or in her/his inability to serve, the vice-president shall preside at all meetings and perform all duties otherwise performed by the president.

Secretary-Treasurer

    The treasurer shall receive and receipt for all monies of the local union. The treasurer shall deposit all money so received in the name of the local union in a bank or banks selected by the executive board, and the money so deposited shall be withdrawn only by check signed by the treasurer and, president, vice-president, or secretary. The treasurer shall prepare and sign checks for such purposes as are required by the constitution or are authorized by the membership or executive board.  The treasurer shall keep an accurate record of receipts and disbursements and shall, once each month, submit to the membership a monthly operating statement of the financial transactions of the local for the previous month.  The treasurer shall act as custodian of all properties of the local union.  The treasurer shall at the expense of the local union and through the International Union, give a surety bond for an amount to be fixed by the executive board of the local union. The treasurer shall see that any financial reports required by the International Union Constitution to be submitted to the International Union are submitted in accordance with the International Union Constitution.

Recording Secretary

    The secretary shall keep a record of the proceedings of all membership meetings and all executive board meetings. The recording secretary shall carry on the official correspondence of the local, except as the executive board may direct otherwise. The recording secretary shall perform such other duties as the executive board may require.

Board Member-General County

    An executive board seat to be held by a member represented by the AFSCME Local 8-General County contract

Board Member-Professional Employees

    An executive board seat to be held by a member represented by the AFSCME Local 8-Professional Employees contract

Board Member-Public Defenders

    An executive board seat to be held by a member represented by the AFSCME Local 8-Public Defenders contract

Board Member-Public Health Registered Nurses

    An executive board seat to be held by a member represented by the AFSCME Local 8-Public Health Registered Nurses contract

Board Member-At Large

    An executive board seat to be held by a member represented by any AFSCME Local 8 member

Board Member-At Large

    An executive board seat to be held by a member represented by any AFSCME Local 8 member

Board Member-At Large

    An executive board seat to be held by a member represented by any AFSCME Local 8 member

3 TRUSTEES

    The trustees shall make or cause to be made at least on an annual audit of the local’s finances, and shall report to the membership on the results of such audit. Trustees are non-voting members of the executive board. All trustees shall be elected to three-year terms of office except in the initial election, one shall be elected for a one-year term, one for a two-year term, and one for a three-year term.
